Phillip Belling
Director, education policy and reform

Phillip Belling is a monitoring and evaluation and social impact assessment specialist. He brings to RCG more than 20 years’ experience working in the private and public sectors in the areas of education, health, infrastructure and urban development, governance and human resources. He has worked with national and provincial governments, community groups, the World Bank, the Asian Development Bank, the United Nations Development Programme, the European Union, bilateral donors and non-government organizations (NGOs).

Phillip’s consulting career began with global firm Price Waterhouse (later PricewaterhouseCoopers) in Europe in the mid-1990s. He later joined IDP Education Australia, and then SMEC International, contributing to development cooperation projects in Indonesia, Papua New Guinea, India, Tajikistan and Ethiopia.

Since 2005, Phillip has worked as a freelance consultant specializing in evaluation, social impact assessment and program formulation. During this time, he has worked with government agencies and community organizations in Australia, Indonesia, Laos, Vietnam, Thailand, Papua New Guinea, Tajikistan and Turkmenistan.

Phillip has made expert contributions to substantial reform projects involving multidisciplinary teams. His diverse activities have included policy, legislative and regulatory reviews; social impact assessments; analysis and advice on education management information systems (EMIS); training in public sector management skills; capacity building for grassroots monitoring and evaluation; and community consultation.

Over the last 10 years, Phillip has specialized in assessment and evaluation in basic education, training and adult learning. For example, he provided technical advice and policy support on the development of national standardized assessments in Vietnam, Laos and Papua New Guinea. He has also assisted government and NGO partners to implement assessment and monitoring systems that are integrated with teaching and learning frameworks, and that minimize the burden of reporting while maximizing the collection of relevant and actionable evidence.

Phillip is committed to building evaluation capacity in the groups and institutions he works with. He has developed M&E training tailored to national, provincial and local participants, so that all of the program’s partners were equipped to reflect on and implement evaluation findings and recommendations.

Phillip’s basic education work in Laos has focused on critical assessment of program theory in a large-scale, multi-level intervention. He has used theory-informed approaches to test the validity of each major aspect of the Laos program, and identify activities that are likely and less likely to succeed. This helps clients to maximize the impact of their investments.

Phillip is a member of the Australasian Evaluation Society, the International Development Evaluation Association, and the Comparative and International Education Society.

Phillip holds a Master of Philosophy in sociocultural studies from the University of Sydney. He has also completed specialist training in monitoring and evaluation at the Word Bank’s International Program for Development Evaluation Training in Ottawa.
